Speaking of UTV Live cock-ups...
The broadband streaming of UTV Live on u.tv hasn't been working for the past week, and for the past two nights there's been no sound on the low-quality stream. Mind you, it was nice seeing Frank's mouth moving with nothing coming out.
Oh well, globe-trotting Newsline for me then.

I've never got the UTV streams working whatsoever, once it just appeared as I left the window open when I went away from the computer and about 10 minutes later it started!

Yes it was announced last week that he was taking over the Morning show from yesterday onwards. There was a little feature about it at the end of UTV Live on Friday.
Speaking of Frank Mitchell, the weather forecast after last night's 2250 bulletin was presented in-vision by him. It was probably pre-recorded but I wonder if they will have him doing it every night now?

I think it's got more to do with the fact that a news presenter was appearing in a weather forcecast that's sponsored.
News presenters are not allowed to be in any adverts for commercial products or appear in sponsored segments. Strictly speaking between 5.30 and 6pm they aren't presenting News, just additional features so can be involved that way.

So does this mean an end then to Robin Taylor's in-vision weather forecasts? Also, does it matter that the news presenter did not actually appear in-vision during the weather? Apart from Robin, all the other presenters only provided a voiceover.

I can't believe how UTV have gotten away with this for as long as they have - indeed, since their weather forecasts have been sponsored since 1991 it has most usually been the same voice of the news presenter reading the weather forecast...
Then again, UTV can argue that Robin Taylor is a continuity announcer who happens to read news bulletins, rather than being a presenter you would associate with UTV Live.
It is a shame that it's Robin Taylor (or whoever allows him to present the weather in-vision after he reads a news bulletin) who is breaking OFCOM rules - he's the only person who makes UTV weather forecasts interesting, using hand movements to indicate conditions in particular parts of the country or weather systems moving across the Province. All other weather presenters (Frank included) look like they are obviously reading off Autocue and just turn to face the map every few seconds.
To avoid this, UTV should have a member of the news team present the late or weekend bulletin, and get the on-duty announcer to narrate or present in-vision the weather forecast. Or, like last night, have the weather presenter on UTV Live present the forecast on the late UTV News, and still let the on-duty announcer read the news - I'm sure most people enjoy seeing Gilly, Audra, Aidan and Robin for those few minutes on screen despite the fact only one of them does IVC links on rare occasions.
With all this in mind, could this mean Frank, or whoever is doing the weather on UTV Live, may gradually present all weather bulletins during the day, as in other ITV regions? I don't understand why UTV have never done this before already.

When I worked in Channel 9 about 6 years ago it was an issue then. From what I remember they can do out of visions but not appear invision.
