I remember Juliet Morris presenting on the relaunched Breakfast News, so I think she's the female presenter you're talking about. I think Liz MacKean was presenting around that time as well, she tended to present with Andrew Harvey while Juliet presented with Justin Webb.
Sara Coburn only presented Breakfast News very occasionally, as Tanya Beckett used to do on Breakfast. Mainly she was a business presenter right the way through.

Yes, I think that's pretty much how it worked - remember that both Justin and Andrew presented on other bulletins as well (the One and the Six respectively).
I don't think Fiona presented for very long, but I think she was on quite a bit for a while.
