Though, with a population of only 5 million to (one way or another) sustain their existance, you can't expect miracles.

I do agree though, compared with Norway's NRK (who serve exactly the same size population) they do seem rather lack lustre. Of course Norway is a far wealthier state than Ireland, so it probably isn't a fair comparison?

I wonder if the influence of Norway's technology industry has helped them too, they were one of the few countries that adopted DMB (Digital Multimedia Broadcasting) - broadcasting to portable devices - although I'm not sure how successful it was
