Two recent bits of news.
Firstly HD subsitutions are to be permitted where the channel is broadly the same (so have to be regional). Where a subtitution takes place the HD channel will be listed in the general section and HD section, with the SD channel in a new section from 610.

Also in Freeview-Lite areas viewers will be able to receive the missing channels via the internet within the EPG, while companies with applications on Freeview Play will be able to launch streamed channels in the 300s, for example extra BBC Red Button streams could be added.

Also other rather interesting developments:
Rule of 6 Hours New channels will have to broadcast at least 6 hours a day/42 hours a week
As this only applies to new channels, dross like TCC, Blaze+1, Yesterday+1 all currently broadcasting for an hour will be able to continue.
I wonder if we will see a rush/flurry of new channels launching before the new rule comes in to get around the 6 hour rule and bag a epg slot for just showing an hour of teleshopping at 4am?
Channel number trading to be allowed which is a positive step forward. So no more CCXTV or Merits need to launch to get around ridiculous current rules.

That shouldn't be an issue for ITV London, Granada, Wales and UTV they're straight forward duplications, yet I'd rather the HD channels stay together in the 100s until BBC One has English HD variations and ITV is able to provide sub-regional content in HD instead of at macro region level.

Overall good news I think, though pity they couldn't convert another multiplex over to DVB-T2 at the same time.

I'm gonna guess it's a stylistic choice, similar to Channel 5 and their junctions.
Does anyone know why break sequences and end credits on Quest programmes fade to black?

Yes, long overdue and part of the deal with the temporary COM7/8 muxes should have been that when one closed another Arquiva mux would switch to DVB-T2. The "rule of 6" is a good move though and long overdue, though suspect we'll see some 1am-7am +1 channels to get around it. I know there was talk about the "Press Green to watch from start" function being added beyond the BBC channels but not seen anymore on that.
And as mentioned in the BBC3 thread we'll likely now see the BBC end up with 23 and everything from 25+ forced to move again, something which was raised in objection to last years news with the rumoured return of BBC3.

Given the likelihood of some LCN changes by other broadcasters in the wake of the new LCN policy, it'll be interesting how it all plays out. Whilst Freeview have to guarantee them a slot in the top 24, the BBC could buy a better slot from another broadcaster, if there were one willing.
Their response to the original consultation certainly didn't hint at any immediate BBC3 plans at the time of writing: https://www.freeview.co.uk/sites/default/files/2021-03/bbc-response-consultation-changes-digital-uk-lcn-policy.pdf

4. Do you agree with Digital UK’s proposed amendments to the LCN Policy, to remove restrictions on
the number of times channel providers may reorder their LCNs or change the names of their
channels?
Whilst the BBC has no plans to make any such changes to its services, we recognise that providing
flexibility to channel providers, in terms of reordering their LCNs and channel‐renaming, could lead
to a more dynamic, responsive and innovative content offering to viewers.

5. Do you agree with Digital UK’s proposed amendments to the LCN Policy, to remove rules that
prohibit LCN trading between channel providers?
Yes. Whilst the BBC has no plans to trade any of its LCNs, we recognise the benefits that this may
bring to channel providers, particularly new channel providers keen to enter the market but who
recognise the importance of having prominence on the Freeview EPG and currently find no easy
routes to getting that prominence, as opposed to trading permissions on other platforms.
