Are they still running joint news bulletins across Radio 2 and 5 Live and occasionally Radio 4?

I think so, or at least Jeremy Vine's Radio 2 show still only starts after the 12pm bulletin and not just before.

I wonder how much advertising was suddenly pulled last night? I imagine there were quite a few companies for whom their campaigns suddenly became irrelevant in some parts of the country

"Further simplify our output" presumably means more simulcast content between now and the new year. It might also mean London and the South East sharing a regional bullpen again, as both are in tier 4. Beware of any cost saving measures being sneaked in that may become permanent.

Though at this time of year a lot of output is simplified for Christmas anyway - regional news is shorter and programmes like Newsnight, Marr, Question Time, Politics Live all go on a Christmas break

Newsnight is a prime example where we might have expected some specials over the year but that hasn't happened.

There are two weeks without most network news branded programmes. That along with sharing NC and World and a higher proportion of recorded back half hours will help simplify things. If London and South East merge for the two weeks that assists as well.

I've noticed Jessica Parker is at home for Breakfast this morning rather than being in Broadcasting House.
