As macro regional playout (North, East, South) was all from Southampton the only real change would have been the handover to the new Teletext franchise holder who inserted the VBI data at the transmitter site. I recall all the TX site engineering was done long before the Oracle franchise handover.
There was just a tiny glitch at midnight on the TVS to Meridian handover. I took a look at my recording at work using an HV delayable monitor. The glitch seemed to be the Teletext Ltd data bridge being switched into circuit
TVS had had north region playout anyway for about 4 years, so there was no change at all really. The new Newbury studio was fed to Southamption as a remote pres source,
So with Meridian presumably using the same playout facilities as TVS, would there have been a picture roll at midnight?
