I would guess this is the case, what is essentially a terrorist attack without the terrorism being officially labelled warrants it?
The entire bulletin length on the evening and late was devoted to coverage (rightly so?).
I don't recall him doing a weekend for a long long time. It's usually Shefali on a Sunday. Guessing the seriousness of the news from Birmingham caused the to get the big dogs in as the main reporters were in use too and was the only story they covered.

No one is suggesting it was ‘a terrorist attack without the terrorism being fully labelled’.

I think I’ve posted this before, but because the regional teams don’t frequently do regional presentation, they are not always up to date on branding, guidelines and style. Old channel logos stay on shared drives, usb sticks and even astons (etc) and get dug out on the occasional times they’re needed. It is frustrating when this kind of thing appears from time to time, especially to people who regularly make these kind of things and to people who are so keen on the minutiae of branding. But to a graphic designer or assistant in a region that maybe hasn’t had to make a pres trail for a year, who probably hasn’t got the full kit of parts nor the time to find and digest the latest style guide, it’s probably what they consider to be ‘fine’.
