I think everyone had to re-register, didn't they?
Looks like Asa sorted that for him. You don't need to presume, he said it was after the crash that he had to re-register.

I remember everyone had to in 2003. Seem to recall it was a major issue at the time.

I completely understand why you might want to stop new posters from spamming loads of posts in the first 24 hours. But is it really necessary to keep it beyond 48 hours.
I'm engaged in a few separate discussions in the TV forum, and having to wait hours to respond to other people's posts is dragging them out and a little bit frustrating. Could this safety featured not be dialled down to apply to opening posts, or give a bit more than whatever the current limit is (10-15 or something?)
I can only imagine some new users are less patient with this feature.
