Yes potential is another term for voltage and a resistor reduces the voltage, hence a variable resistor - which is what basic volume controls are - became known as a potentiometer.

It's still common to hear the request to 'pot out' which is to fade something out

Isn't the Powergen sponsored weather the first time ITV had ever done a national forecast, and the main reason why the 'News at 5:45' became the 'News at 5:40' to allow space for it before the start of the regional news magazines at 6pm?

That was the reason the News at 5:45 moved to 5:40. ITV launched its national weather service on 13th February 1989 - here's the first edition: https://www.tvark.org/?page=media&mediaid=95984. As you can see from that clip, the Powergen sponsorship didn't exist at that point, although it did start shortly thereafter. Possibly in 1989, but definitely by 1990.

Did they? The only ones I've ever seen were during the News at One when Trish Williamson used to join John Suchet in the studio. But I'm sure that was only from 1989 onwards. I can't remember seeing any before then but could be wrong. Were the ones before 1989 just read by the newsreader rather than a forecaster?

About 1:55 into this clip you have Carol Barnes reading the Weather forecast out on News At One from 1985. (This clip itself is fascinating as it’s recorded from BFBS, who immediately close down after the News.)
