A bit like HM's address a few weeks ago. I didn't bother watching it, because more or less everything she said of substance had already been reported (over and over and over and over and over and over and over again)

or indeed by the Scottish First Minister who will announce something, and then the media will question a UK minister on whether they see any action being UK-wide hence indirectly announcing it for everyone.

If it turns out the message in England is different to that in Scotland and Wales I would hope the PM's message doesn't play in the nations.

The reality of the different approaches taken by the governments in Scotland, Wales and Northern Ireland will I think drastically change the message that he originally planned on issuing. You can already see the significant back pedalling from Downing Street today after the announcements throughout the rest of the UK. This is an example of devolution at it's best and being used constructively to place checks on the power of London.
