It's a little bit more than just a photographic blow up. LED lights are installed at the back which provide an illusion of street and house lighting when it's switched to 'early evening' or 'night mode'. I don't think it can be easily struck and set with the politics background, or even to have that placed in front.
Politics South West is the only region not to use the purple silhouettes of regional landmarks as a studio backdrop (even though one was created, as it is used as a Twitter header image). The usual Sutton Harbour photographic blow-up backdrop as used on Spotlight remains.
