It's almost certainly both, just like WPIX's logo was both the numeral 11 and the World Trade Center.
Oh a pause button, I thought it was the Roman numeral II.

And this is how the transition looked last night; the news and weather still featured the old look, but the new look launched immediately afterwards:
Hello everyone!
So today in Germany, RTL II has introduced its first major redesign of its logo in 20 years. With that also comes a refreshed name for the channel, RTLZWEI. It's now on air as of tonight.
Here's a video of the new look and logo. Also there's a nice evolution part from the first iteration of the "Roman numeral in a circle" logo from 1999 to the new logo of 2019.

So, the German RTL lettering square blocks and painfully 80's logo have gone. Revolution rather than evolution - for a change.
Strange that when the broadcast TV industry is moving towards streaming devices (tablet, phones) RTL Zwei, rebrand with placing the new logo in a old skool 4:3 sized square.

It's supposed to be like an icon of sorts, like an app icon

Shame this is the last we'll see of DR K as this, DR 3 and DR Ultra are all closing from the 2nd January 2020.
3 and Ultra will have their content moved online, whilst DR K is merging with DR 2, with 2 now getting cultural programming in their schedule.
