The commissioner was literally talking only about "writers rooms". Going by Twitter it seems only a few commenting have a clue how they operate.
When it comes to implementation, common sense will come into play - single writers may be co-commissioned a writer to ensure gender balance, for example.

You're a bloke. You write a show. It's good. It gets commissioned. Nobody's going to say "Ah, you must have a woman collaborating". The perfectly reasonable new ITV policy on "writers' rooms" is about teams of writers hired to work on non-authored shows.
