What was the Central South area was served by a combination of BBC Midlands, West, South and South East over its life span.
Herefordshire were served by Central South and BBC Midlands back in the day, and so was Gloucestershire but only really the northern half of Gloucestershire (what was reached by the Ridge Hill transmitter, which ironically included the majority of the counties most populous towns).
Indeed nowadays Gloucestershire is still represented by Central West unofficially should there be a story based in Gloucester, Tewkesbury or Cheltenham. But it will almost certainly be an ITV West report just rebadged. Freeview viewers most likely receive Central West where I think Satellite and Cable viewers receive ITV West.

Oxfordshire was served by ATV and Central until a decade or so ago, but part of the South East, and later South region of BBC.
