That V/O seemed really unnatural when you listen back.
That's because the "..with Charlotte Hawkins" part is sped up.

The GMB International plagiarism fiasco continues! It turns out an Albanian breakfast show has not only nicked the GMB logo, they have strangely stolen the Daybreak 2012 theme! This was all captured on the BBC as part of a Romesh Ranganathan documentary focused on his trip to Albania.
Haha. It’s like someone just searched “morning tv programme” and just went with it. 😂 pic.twitter.com/Hjbmd1npeZ

Yes it is, it seems they lost the copycat look in 2018.

Did they actually steal the theme music though? If the Daybreak theme is library music, they would be allowed to use it (assuming they've obtained the relevant licence to use it).
The ITV News and Channel 4 News themes are both library music which have been used in other countries.

I believe they did steal it according to this reply to the tweet by Sitting Duck who produced the theme.

Except that isn’t imitation .... that IS the Daybreak theme - good old fashioned theft ...

On the subject of copy cats, I've just come across this on Twitter, which is more of a trademark infringement.
Hope FM are using a former Chart Show TV logo on one of their twitter accounts, and I don't believe they have any current or former connection to CSC Media, Sony or Trace.

And here's the Channel 4 theme used by an Arizona station in the mid-1980s:
