The music, yes, but the graphics were only loosely based on the ITV News look:

That was a bit of a hatchet job.
Didn’t VI News (Vancouver Island News) also use the ITV News 2004 music and graphics?

I’ve always found this to be such an odd service, given that in British Columbia, the most popular native languages after English are Chinese, Punjabi, and German (?!) before you even get to French.

Nationally, CBC provides services in English and French, which I believe are both listed as national languages in Canada. Some provinces have other language requirments, but the national services, and local news on those services are primarily in English and French.

I believe CBC -- or rather Radio-Canada, its French wing -- is legally required to provide French-language news services in all the provinces because of Canada's bilingual status (at the federal level).

From what I'm aware, CBC's French output is national as well. There's also quite a few Québecois channels also shown across the English part of the country.

Technically, that's CTV Two, formerly known as A-Channel, and before that as NewNet. The 6pm News on CTV Two is simulcast on CFAX, whilst they take CFAX's morning show. They also share talent. The 5pm News anchor on CITI also host a Midday show on CFAX.
Meanwhile, CITI (also CTV) in Victoria, 90 kilometers away, airs a simulcast of CFAX's radio news:

Radio-Canada owns or licenses radio and tv stations across Canada other than just Quebec and their remit is to provide news, information, music etc in the French language across all of Canada. There is no other language apart from English that has a similar mandate. There is also first nations mandate for the Northern Territories to provided news and information in native languages. YOu can explore the facilites across Canada on the CBC website.

National governmental affairs are conducted in both English and French and if you are going to be a viable Prime MInister you'd better be able to speak French.

And SMG-STV of Shanghai, China (not to be confused with STV) is also an avid fan of ITV News intro and theme...
Clearly the theme is a mixed version of ITN 2000s and ITV Central News 2002... It's been used since Nov. 27, 2006...
Speaking of UK themes abroad, Kanal A in Slovenia is still using the old ITN / ITV News theme -- complete with the bongs:
