It'll be that without a doubt. The entire escapade at the other end of the episode with regards to the German visitors and the war is so over the top to be taken for anything other than comedic purposes.

Interesting announcement at the start of a Fawlty Towers repeat on Gold tonight - "this episode contains strong outdated language that some viewers may find offensive". Its The Germans episode so presumably its because of the Major's comments after Basil comes home from the hospital. IIRC the BBC chopped a chunk of that discussion out for a BBC Two repeat and then got complained at for doing it.
