Why is Phoenix sign languaged? Is there a significant deaf population or since the service is available on satellite it serves as the accessible platform?

Many European public service broadcasters air sign-language versions of their newscasts on supplementary channels (such as Germany's Phoenix -- their equivalent of C-SPAN).

So it sounds like Phoenix isn’t a traditional ARD station.

Oh, no -- it's not one of the regional stations that make up ARD. It's a joint venture between ARD and ZDF with a focus on public affairs; the channel's primary responsibility is live coverage of the Bundestag (the German Parliament), as well as other legislative bodies, political press conferences, speeches, and the like. When no live coverage is shown, it airs documentaries, in-studio discussions -- and a politics-focused newscast known as Der Tag:

So a while back I posted a video of KXAS, the NBC Owned Station, in Dallas Fort Worth’s promotion of their weather fleet. Well it appears they updated it for the Super Bowl with a custom song.

Oh, here’s a promo for their two storm chasing Ford F-250’s Thunder (the original) and Lightning:

And here was their general Super Bowl commercial with another custom song:

Of course all these tools don’t just serve KXAS they serve their sister Telemundo station KXTX. Often times in the weather trucks they’ll put a bilingual reporter inside to serve both stations. I believe the trucks can feed two live videos at the same time so they could have a KXAS meteorologist in the fron and a KXTX one in the back. The trucks have LiveU and Dejero rack mount servers in the back with the external cell antennas mounted on the back (likely with diverse carriers).

Other joint ventures of ARD and ZDF include Kika, the children's channel (this is where the children's newscast Logo comes from and it's actually produced by ZDF); and Funk for youth programming but on the internet in the form of social media and video streaming. Funk is the replacement for Eins Plus and ZDF Kultur. Basically like BBC Three.

While a portion of programming are from the ARD broadcasters, Funk includes programs made from foreign countries and programs produced by production companies and Youtubers who are part of one of the Youtube multi channel network such as Studio 71, owned by ProSiebenSat1 Media. One of the programs on Funk was produced by the same company that made Neo Magazin Royale.

Quick question: How does that even happen?

A while back I posted about the new Hearst graphics. Well on Tuesday Night / Wednesday afternoon they were rolled out to the remaining NBC stations. Here's a montage of my local station's 5PM broadcast.
