Well given the set was completely removed and the window exposed again, and the paint drying yesterday evening on the floor, I'd guess it's a CSO I assume for the breakfast bulletins - maybe the temporary space is being modified?

I suddenly fancy a trip to Cafe Rouge
I like it. Maybe leaving the blinds up will encourage people to come down to the area and generate business - which is good for the community.
Now was that window with the swirly world originally there?

Yes, the window dates back to their first set (which lasted years) in the Mailbox in 2004. Initially they were going to take their set with them from the Pebble Mill studios and there would be no noticeable change on screen, however that plan was changed.
The PM final set in Studio B
The Mailbox set in 2004
Revamped slightly in 2007
It's final iteration in 2010 (used until the current set in 2012)
Incidentally here is a floorplan from 2003 (amended from initial plans where the 'TV Studio' is a meeting room)
There was meant to be a glass wall into the gallery as well as the newsroom, this was because the initial design in the studio was 360 degrees, those in the Midlands who watched before 2008 will remember the late bulletins and sports coming from the far end of the studio and the cameras were in the middle. The plans were changed and the gallery window replaced with a large screen print of the monitor stack displaying generic BBC News and Midlands Today endcaps and test cards.

Obviously if the window is brought back into use (I hope it is) the frosting needs to come off for it to be on brand, also it was poorly applied in the first place, making it look as though a fog had descended on the newsroom or someone had burnt their toast. The small TV studio they have was never helped by the BDA Jago set.
One thing is certain though, the technical kit is staying (as others such as noggin and deejay earlier alluded to, there's a wider project about English Regions' apps which is in the works)

Oh it's a busy enough area as it is, with offices, two hotels, many shops, bars and restaurants and a cinema in the complex, most of them upmarket chains. You don't even see half of it from the BBC studio.

Some of those sets look terrible and show how small the set up is.
The first set looks small with the tiny sofa and desk shoved right up together, what did they do if they had two guests?
The angle showing the massive screen taking up almost half the room didn't help.
In the last one, one nudge and it looks like the sofa would be off the stage and the presenters would go flying.
