ITV and Channel 4 were very closely linked in those days and many people at ITN worked for both channels. They would always trail Channel 4 News at the end of the teatime news, just like the Ten O'Clock News trails Newsnight.
They wouldn't do it now, but at the time it was no different to a BBC1 newsreader doing a newsflash on BBC2.

Strange that they used Channel 4 rather than ITV, the only thing I guess was that ITV wasn't networked on that day at that time of night, and was easier to slip into Channel 4.

Possibly, as demonstrated in other available clips online it wasn't uncommon for ITN Newsflashes to be read out by the duty regional ITV announcer, that could have been the case here.
I guess the interesting thing is that Channel 4 News Flashes back in the day weren't as commonplace as they were on ITV, the only other one I've seen online was a short time after the Lockerbie disaster, when by the looks of things ITV were showing Children's programmes.
