ViLoR is Virtualised/Virtualisation of Local Radio and is a BBC solution that works over IP to centralise the music, jingles, processing etc of Local Radio Stations at certain places. There are two hubs serving the nation (one at BH, for the South and East, one at English Regions Headquarters at the Mailbox serving everywhere else (even Scotland, oddly!)).
It's an England only project, it doesn't include the other nations. Their stations are bigger operations than the local stations but they might well virtualise at some point
Also you're right in that it's based in two sites but they aren't geographically split. The two are for resilience
ViLoT is a made up acronym for the same type of system to be deployed for English Regions TV, to remove the need for localised apps rooms etc to get programmes and opt outs on air, instead centralising the technology and regions just remotely connecting/feeding it. Similar (but not the same, and far more technical) to ITV's solution of the Chiswick and Leeds NTCs.
It's not really similar to ITVs Chiswick and Leeds centres, they're for channel playout. What any 'ViLOT' project would involve is production, like it is with radio
