I've never worked in the media industry, and have no insider knowledge whatsoever, but doesn't seem at all unreasonable to me to have someone focusing entirely on 'content' reporting to a manager who oversees the whole operation. I would imagine that an operation like Sky News must have at least 500 or so employees, and there's a huge amount to running any operation of that size beyond what's seen on screen.
