It wouldn't make sense to do it from the venue - imagine the number of OB trucks you'd need!

How is the commentary fed to playout, is it via a separate OB Truck carrying a BBC feed or via a radio style line to a BBC gallery?

Yep. The line that the opt outs during the semis are done on is also an EBU line I've learnt, so they don't need a truck for that either.

I think most of the fighting in Ukraine is in the east and so Kiev should be reasonably safe, one should think. Certainly, the Kiev authorities will no doubt put on extra security for such a large event anyway. Also, Kiev isn't the only city of note in Ukraine and if they wanted to be even further away from the fighting then Lviv would be a good call; being a very beautiful city in the far west, not far from the Poland border (assuming it has an appropriate venue, of course). As for Russia: I'd be surprised if they didn't attend. So far as I know and despite everything, they still maintain diplomatic relations with Ukraine. It would be a PR faux-pas for them if they didn't.
My personal feeling is that every possible way of making the show happen in Ukraine will be explored. I wouldn't expect Russia to attend, but it would be a massive statement if they were to. (Particularly as they won the European televote - if we were back in the non-jury era Russia would have won the contest)

Some very bitter words in the Russian press today apparently.
I worry we've put the contest back ten to fifteen years here. We should be voting for the best song, not making political statements. That was a "two fingers to Putin" moment and nothing more. We'd kind of stamped that crap out a few years ago
(Conchita notwithstanding) but it does seem to be making a comeback. What's next? The Russians singing about Ukraine's history with the Nazis? (Actually, I shouldn't give Putin any ideas!)
I still don't think NTU are going to be able to pull this off. I know they've hosted before, but the likes of NRK and SVT have really raised the bar since then and set a new standard. I won't be particularly bothered about BBC opt outs next year as I imagine NTU's filler will be about as funny as a wet fart.

If you mean 2005 - NTU did almost nothing in on-screen terms. SVT effectively did it. The production team were Swedish in a Swedish OB truck and a Swedish Radio sound truck...
NTU were probably responsible for the presenters and some of the scripting.

contribution as far as coverage was concerned was the fireworks at the end, shot with a PAL OB tuck, and up-converted to HD by the Swedish OB providers (Prisma ISTR, now consumed into the NEP empire)
Ironically I was there on the Monday morning after the contest, to have a design meeting with RTS to build two HD OB trucks for them
