I see ITV3 every morning are showing a simulcast of Ideal World for 1 hour (9am). Are they required to do this or are they just short of programmes?

Yes, someone at Ofcom has a stake in Ideal World, so he's threatening to take some of ITV's licences away if they don't hand some airtime over to it.
