The reason is because the high cost of installing the equipment to allow the regions to opt out of the BBC2 digital stream cannot be justified for the few opt-outs there are each week. I believe the intention is for English opt-outs to be moved across to BBC1 instead.

Heard of BBC Radio Solent this morning (on Julian Clegg's breakfast programme) that you'll have the choice of which region to watch on digital in January 2002.
He said you can simply choose the region at the touch of a button - whether he means you'll have to adjust the settings I dunno - but it WILL be available in January after Greg Dyke decided it was time to do something about it.

Regions will be available on BBC1...but not BBC2.

I assume that, because the regions are unable to opt out of BBC2 on digital terrestrial, the same situation will be true for digital satellite. I think perhaps we need one of our technical friends to help here!

I spotted Gwenan Edwards (ex-Newsroom SE) on UKT the other day... I think she's been on that for a while tho... BTW, as an ex-NSE viewer, its interesting that downstairs (outdoor ariel) I get SET and upstairs (indoor ariel) I get LDN... but then the same applies for ITV (Meridian/LWT) so I shouldn't be too surprised...
