Why does BBC 3 find it so difficult to stick to the advertised schedule?

I can understand reasons why BBC1 and BBC2 change their schedule when sports overrun, that things sometimes run late, but it seems that BBC3 just changes programmes at random particularly late at night repeats. There ARE people who watch the programmes after midnight and are very grateful that programmes shown earlier are often repeated later on, but on too many occasions the programmes aired differ from those listed in the Radio Times.

Two examples both involve the programme Little Britain - one night this week, the programme shown later was not the episode shown earlier in the evening, and was one that had been shon just two days before - and tonight the later scheduled programme was replaced with something called Spy.

I just can't understand why the changes happen when BBC3 is a channel whose schedules could be finalised weeks in advance since it contains mostly programmes that were recorded months ago.
