Even a scrolling ticker with latest info, police info and travel info would have done half of the job today, even if LL doesn't have the resources to mount a live special.

I would hardly call it 'rolling' news for London Live in this case but rather extended coverage in reaction to, and to reflect, an unfolding major story in their patch. They had someone on the ground and they could have taken them live with someone else in the studio. It'd really not that hard. The Standard and Indy managed far better coverage within minutes. They had traffic cameras to talk over for pictures, they could have used social video, Standard reporters that were on scene, video from their others brands, London MPs on the phone or Skype from the House. It is all really basic stuff. Almost 3 years from launch and they still can't get it right or learn from mistakes.

Basically they need to take the C4 approach of getting reporters on the ground to compile content for one flagship bulletin rather than to broadcast live.

I dont quite know the legality and if they have to pay, But Reuters is free to air on 22W which has a lot of 'Access All' pool coverage. They could have just taken that and voiced over it.
