The entire video is in Japanese.

The person that appears first in the video is former Japanese Prime Minister Keizo Obuchi (deceased). The (then) Chief Cabinet Secretary appeared in a live TV newsbreak to announce to Japan their Emperor's death. After his announcement is over (or the TV cut the feed), we were shown a title card with the words "His Imperial Majesty The King has Died" in Japanese, while a special "newsbreak chime" rings in the background.

The video then cuts to studio, where the anchor basically repeats the thing Keizo Obuchi said.
